The ACLU of Virginia has expressed its opposition to HB 1282, which would prohibit state bodies from contracting or subcontracting with businesses that engage in "boycotting of Israel," in a letter to the House of Delegates Committee on General Laws. The ACLU position is that it is unconstitutional to deny government contracts based on speech because that action amounts to an attempt to suppress free speech.
