The American Civil Liberties Union of Virginia (ACLU-VA) is requesting proposals from interested parties to provide short-term contract lobbying support to our Policy Team during the 2025 Virginia General Assembly session. ACLU-VA is interested in establishing a three-month support agreement with a contract lobbying professional or firm with substantial experience and established relationships with Virginia General Assembly legislators, committee staff, and the state administration. ACLU- VA is an integrated advocacy organization whose mission is to protect the civil liberties and civil rights of the residents of Virginia focused on racial and social justice.
Scope of Work
ACLU-VA will discuss specifics of scope of work upon indication of interest from applying individuals or firms. Proposed activities would include, but are not be limited to: specific relationship-building amongst legislators on certain affiliate legislative priorities and monitoring/assistance in lobbying related to specific Virginia budget items and bills.

Requirements

Able to register with the Virginia Ethics Council as a state lobbyist in Virginia
- Experience with lobbying current sitting legislators and relevant administrative officials in the Virginia General Assembly and Governor’s office, and positive existing relationships with members, officials, their staff, and relevant committee staff
- Collaborative work style and ability to coordinate and work within a contract plan developed with and by ACLU-VA staff
- Willing and able to communicate either by text, phone, email or in person on a daily basis during the legislative session with relevant affiliate staff
- Effective public speaking as well as interpersonal communications skills in the context of the Virginia legislature
- Strong understanding of relevant racial and social justice issues in Virginia
- Ability to maintain a high level of confidentiality

ACLU-VA will evaluate all proposals promptly and respond to applicants within 2-3 business days. ACLU-VA reserves the right to reject all proposals and not move forward with a selection process.
