Summary: Decriminalizes the possession of marijuana by imposing a civil fine of not more than $500 rather than a criminal penalty.  This bill also lessens the criminal penalty for distribution of small amounts of marijuana by increasing, from one-half to one ounce, the amount that triggers a felony charge.
